The two human rights defenders were on their way to the AIHRC office when an improvised explosive device (IED) placed under their car exploded.\u00a0As of the time of publication of this Urgent Appeal,\u00a0the attack had not been claimed by anyone and the perpetrators had not been identified.<\/div>\n<div><\/div>\n<div>The Observatory strongly condemns the killing of Ms. Fatima Khalil\u00a0and Mr.\u00a0Jawid Folad and recalls this\u00a0is not the first time that AIHRC staff have been subjected to targeted killings. In September 2019, Mr.\u00a0<strong>Abdul Samad Ameri<\/strong>, the interim Head of the Ghor provincial office of AIHRC, was abducted on the Kabul-Ghor highway in Maidan Wardak Province and shot dead two days later.<\/div>\n<div><\/div>\n<div>The Observatory\u00a0urges the Afghan authorities to immediately carry out a thorough, transparent, and impartial investigation into the killing of\u00a0Ms.\u00a0Fatima Khalil\u00a0and Mr.\u00a0Jawid Folad, in order to identify all those responsible, bring them before an independent tribunal, and sanction them as provided by the law.<\/div>\n<div><\/div>\n<div>The Observatory is particularly concerned by the alarming number of targeted attacks against human rights defenders across Afghanistan and\u00a0recalls that on June 3, 2020, Mr.\u00a0<strong>Ibrahim Ebrat<\/strong>,\u00a0representative of the\u00a0Civil Society Joint Working Group (CSJWG) in Zabul Province, was killed after being attacked\u00a0while he was returning from Ramadan prayers<a title=\"\" name=\"m_6007383546764680500__ftnref1\"><\/a>[1].\u00a0No investigation has been initiated to date.<\/div>\n<div><\/div>\n<div>The Observatory calls on the Afghan authorities to implement the strategy for the protection of human rights defenders, to which they publicly committed on January 20, 2020, and to put an end to the culture of impunity that prevails in the country.<\/div>\n<div><\/div>\n<div><strong>Actions requested:<\/strong><\/div>\n<div><\/div>\n<div>Please write to the authorities of Afghanistan asking them to:<\/div>\n<div><\/div>\n<div>i. Guarantee, in all circumstances, the physical integrity and psychological well-being of all human rights defenders in\u00a0Afghanistan;<\/div>\n<div><\/div>\n<div>ii.
