Among other things, there has yet to be a universal definition for\u00a0terrorism, and though the phrase &#8220;one man&#8217;s terrorist is another man&#8217;s freedom fighter&#8221; applies to today&#8217;s realpolitik world (Rosand 2003), there \u00a0is also some amount of agreement among states in recent years.
