Civilian areas have been targeted; women and girls have been victims of individual and gang rape; public and private property, including that belonging to international organizations, has been destroyed; civilians have been used as human shields or forced to fight; and children have been used to search houses to identify targeted individuals. known as the Citadel of Alexander, in the ancient city of Herat in Afghanistan. Sixty four selected films from Afghanistan, Iran, Russia, America, Lebanon, India, Myanmar, Iraq, Netherlands, Australia, Switzerland, Hong Kong, Norway, Japan, Singapore, Spain and Italy will be screened during three days and open to the public. An independent jury consisting of film professionals and women’s rights activists from Italy, India, Iran, America and Afghanistan will award the most outstanding films. The International Women’s Film Festival-Herat is founded by Armanshahr Foundation\/OPEN ASIA and Roya Film House and is the first women\u2019s film festival in the region and has in the past hosted some 500 films from around the world. The research focused on the variability<br \/>\nof village \u2018behaviour\u2019 and whether or not this can be characterised more<br \/>\n systematically in order to guide programming according to context and<br \/>\nto account for villages\u2019 development experience. Conclusions of the<br \/>\nresearch include the following:<br \/> \u2022 Villages must not be treated<br \/>\n as if they are all the same in the design, implementation and<br \/>\nevaluation of interventions that seek to bring changes in the ways they<br \/>\norganise their affairs; this study proposes a method for clustering<br \/>\nvillages with similar characteristics.<br \/> \u2022 Greater attention<br \/>\nneeds to be given to the processes by which newly introduced<br \/>\norganisational structures are incorporated into older customary<br \/>\narrangements.<br \/> \u2022 There are \u2018good\u2019 and \u2018bad\u2019 elites in the<br \/>\nvillages\u2013those who are inclined to work for the common good and those<br \/>\nwho are not \u2013 and they need to be worked with in different ways.<br \/>An<br \/>\nappreciation of how villages work is needed to justify the sorts of<br \/>\nchange processes that might be brought about by external interventions<br \/>\nand how these might be made.
