In a letter addressed to the International Criminal Court (ICC) Registrar, FIDH expresses its concerns regarding the consequences that the Registrar’s reform project (ReVision project) could have on the victims’ participation and legal representation in ICC proceedings.
“FIDH supports the reform process, but remains concerned that some aspects of the proposed reforms may fundamentally affect the rights of victims to participate and obtain legal representation” said Karim Lahidji, FIDH President.
FIDH is particularly worried about the fact that the ReVision project would internalise legal representation and rule out external independent legal advice to victims. The presence of external local counsel would become optional and these would have to be employed or contracted by the Court.
In addition, the proposed changes do not provide details on the support structure which will be made available to the legal representatives in the field, an aspect which – in the view of FIDH – is critical to ensure the victims’ meaningful participation.
