The quest for expanding the membership of the UN Security Council has taken various turns since the last and only expansion in 1965. The Council’s response and lack of response to the developments following the Arab Spring and the Ukraine Crisis have rejuvenated discussions on reforms globally. In the epicenter of the debates, the United Nations, progress is arduous as interests, technical difficulties, and different proposals clash. However, with 2015 marking the 70th anniversary of the founding of the UN, the 10th anniversary of the 2005 World Summit and 50 years since the last reform of the Council, pressure for a breakthrough in negotiations is building up. The question is whether it will be enough to achieve reforms. This issue brief summarizes the current reform discussions, actors and positions, and what is at stake for the international security architecture, in order to evaluate the prospects for reforms and India’s long sought permanent membership.
